BSP Consulting was part of the wider team behind Nottinghamshire County Council’s new offices which won the Integration and Collaborative Award at the Constructing Excellence East Midlands Awards 2026.

Morgan Sindall Construction, Arc Partnership, SCAPE, Nottinghamshire County Council, along with support from Gleeds, CPW and BSP were recognised for the delivery of Oak House – the County Council’s new highly efficient, three storey office development in Linby, near Hucknall.

The project provides a modern, highly efficient workspace for civic, democratic and leadership functions, while supporting the council’s commitment to reinvesting in the local area.

Designed, project-managed and cost-managed by Arc Partnership, Oak House – a joint venture between the Council and SCAPE and built by Morgan Sindall Construction, the project was delivered through a strong, locally based supply chain, supporting jobs, skills and economic growth across the region. BSP supported the project providing civil engineering services throughout.

Procured via the SCAPE Construction Framework, the project benefitted from early contractor involvement, with high levels of collaboration and a fast-tracked pre-construction phase. From initial engagement, the team worked at pace to align design, programme and cost, reducing an inherited cost plan without compromising quality or programme. This collaborative approach enabled contract award and mobilisation on site within just eight weeks and was a key factor in the project securing the Collaboration and Integration Award at the 2026 CE East Midlands Awards.

Oak House was completed in February 2025 following a two-year build programme. The three-storey, low-carbon office building now houses two front-line council services: the Multi Agency Safeguarding Hub and the customer service team.

Richard Fielding, area director for Morgan Sindall Construction in the Midlands, commented: “As home to the Multi Agency Safeguarding Hub, the teams within Oak House support some of the most vulnerable people in the county, so getting them a well-built, low-carbon office was always the top priority.

“Receiving this award is real recognition of how well the Morgan Sindall team, Arc Partnership and Nottinghamshire County Council collaborated to deliver a sustainable new building.

“It wasn’t a straightforward build, but streamlined procurement through SCAPE enabled the right teams to come together early and keep things moving, making sure that we handed over an office that the council can rely on.”

The project was delivered on time, within budget and received a 10/10 client satisfaction score. It supported the local supply chain with 67% of labour sourced from within 20 miles and 72% of budget spent locally.

The project also generated more than £9.6m in social value and helped nurture future talent through an ongoing partnership with Nottingham Trent University, including careers events, apprenticeship open days, guest lectures and site visits.

Combining an all-electric design with BREEAM Excellent standards, Oak House also saved an additional 214 tonnes of carbon during construction, demonstrating how collaboration, sustainability and social value can create a lasting legacy.
