BSP Consulting provides expert witness services in relation to civil cases, planning inquiries and emerging local plans such as at Examination in Public (EIP) etc.
We are able to provide specific advice and expert witnesses across all our services, and in particular with regard to Flood Risk & Drainage, Transport Planning, Structural Engineering and Ground Conditions & Contamination.
BSP Consulting has developed long standing working relationships with both planners and barristers who specialise in inquiry type work.
We have extensive experience in preparing written representations, providing statements and attending Informal Hearings and writing proofs of evidence and attending/being cross-examined at Public Inquiries.
Transport Expertise
Mark Rayers is one of the founding directors of BSP Consulting, and runs the company’s transportation division.
Mark is a Fellow of the Chartered Institute of Logistics and Transport (FCILT) and a Member of the Chartered Institution of Highways and Transportation (MCIHT), and has over 30 years’ experience in the industry.
He has performed the role as a transport/highways expert witness for over 20 years now, undertaking numerous cases for both private and public sector clients.
In addition to Mark’s involvement, Joanna Posnett (Associate), is also taking on an increasing amount of appeal work regarding transport issues.
Civil Expertise
Director Tony Goddard is BSP’s team leader for civil engineering services and the coordination of multi-disciplinary projects.
Tony, joined the company in 2004 and is the lead engineer for sustainable drainage design.
Tony Directs multi-disciplinary projects utilising his experience in both civil and structural engineering.
His specialities include SuDS design, Flood Estimation Handbook and NPPF flood risk assessment.
Tony, has been a Chartered Member of the Institution of Civil Engineers since 1992 and has 30 years’ experience in the industry.
He has performed the expert witness role for 15 years now and has provided proofs of evidence for planning appeals across the south, midlands and north east.
Tony would look at Expert Witness Cases carried out by the Civils team.
Structural Expertise
Director Carl Hilton is one member of the team who works as an expert witness on cases, advising on many aspects of structural engineering.
Carl, who has been a Chartered Member of the Institution of Structural Engineers since 1996 and has extensive experience from over 30 years in the industry, has performed the expert role for eight years now and undertaken cases ranging from collapsed retaining walls, defective swimming pools, structural stability, defective slabs and subsidence as a result of flooding.
Carl undertakes Expert Witness Cases and adheres to CPR35 and PD35 and reports are compiled to conform to their requirements.
An expert witness is engaged to give an opinion based on experience, knowledge and expertise, and has a level of specialised knowledge or skill in a field that qualifies them to present their opinion about the facts of a case during legal or other adversarial proceedings.
The overriding duty of an expert witness is to provide independent, impartial and unbiased evidence to the court or tribunal to help them reach a decision.
The role is a specialist and can involve attending court to express an opinion based on the foundation of technical facts and provide testimony under cross-examination.
